How do I have two staves with one staff that isn't there the whole time?
I made a new staff for the 1st violin and checked the hide all measures that do not contain notation box and the bracket should only be there for a few pages but it was on all pages and there is also a gap between the 1st and 2nd violin.

Please attach the actual score rather than a picture.
Format > Style > Score > Hide empty staves
I don't think that you should be using a curly brace for this purpose.
Using a square bracket, both the empty staff and the unwanted square bracket are hidden correctly, regardless of whether the hidden staff is above or below the main Violin 1 staff.
