Voltas and number of repeats

I am trying to have a volta that repeats 3 times and then on the 4th time through goes to the volta that says 4. I have been able to edit the volta properties to have the correct text.
My problem is getting the playback to understand this. I see a setting for repeat number in the volta/properties/style panel but does this mean 3 repeats or 4 repeats for the first ending? It is unclear how this works and when I changed the number of repeats to 3 it only repeated twice, so not sure if it is even working as advertised.
