Stemmed rests and compound time signatures

Not sure to what extend this has already been discussed:

Recently came across something like this:

There are two things going on that are not 100% possible with MS4:
1) showing a mini stem over a beamed rest
I don't know if that was ever doable in MS and if this even following strict notation rules. I'm not necessarily a big fan of this but I have come across it quite a few times.

2) compound time signature showing a "+" sign between the two signatures.
Creating compound and odd time signatures has come a long way in MS. While creating a 3/8 + 3/4 time signature with proper beaming style is indeed possible in MS, showing a centered "+" sign between them is not. We can type characters for the bottom part and the top part easily but not in between.
This may be a bit of a corner case but I do like it. It adds clarity to the score. I wonder what the notation guidelines say about this.
