MuseScore 4, not quite ready for prime time
Hi,
I tried musescore 4, most of today, but it is quite ready for prime time.
1. start new score and add parts, Cant delete a part after adding itl
2. add measures, but cannot delete notes from measures or cut measures.
Where can I get the clean latest installs for musescore 3.

Just click on 'Download' above of this site. There look for older versions. For Windows you can find version 3 releases here: https://ftp.osuosl.org/pub/musescore-nightlies/windows/3x/stable/
As I can't use MuS 4.x I can't give you any hints about your topics 1 & 2.
read the manual
You can certainly delete parts from your score in MU4 - just use the Instruments panel to delete the instrument from your score, or the Parts dialog to delete any additional custom parts you've created.
And nothing about deleting as changed - Delete to delete the contents of measures, Ctrl+X to cut them to your clipboard, or Ctrl+Delete to delete the measures entirely, same as always.
