Extra Quarter note rest at the end of the measure

Extra Quarter note rest at the end of the measure. I tried deleting, cutting, the note and tried deleting and cutting the measures themselves. everything to eliminate the rest. On the top of the measure there is plus sign '+' sign. How do I get rid of the extra quarter note rest.?
