can't add a barline where I need one
I'm working in 4/4 time, grand staff. For a number of measures, I could enter 16th notes, and it automatically positioned me at the beginning of the next measure, and I could then fill that measure. But now, after a full complement of notes for 4/4, it's just continuing the measure, and I can't figure out how to put in a barline.
Also, I've been putting notes in, in bass clef, and in the treble clef above, there are too many rests to be mathematically right for 4/4.

Seems like you have got yourself into insert mode. Most of the time you want to be in the default steptime note entry mode which enters notes while keeping the measure duration fixed. See https://musescore.org/en/handbook/4/alternative-note-input-methods for how to select the different note input modes.
