Publishing to Musescore.com VS saving to cloud (publicly)

Is it the same thing?

This is my first time logging in for a very long time and I haven't played around with it enough, but is there a difference between saving to the cloud publicly and publishing to Musescore.com?

It looks like it makes 2 copies on my Musescore account online if I do that (saving AND publishing) but I might be missing something...

Does free and paid account have the same space? I mean limit for upload?
