Issue Moving Fretboard Diagram to custom pallet

According to the manual I should be able to move my custom edited fretboard diagram in my score to my custom pallet using Shift+Ctrl to drag and drop into the pallet. The program does not allow this action and changes the mouse to a red slashed circle when the mouse gets hovered above the custom pallet even when editing is allowed.
