Instrument Change changing the instrument of the staff below it

I'm trying to transcribe a score with multiple percussion instruments that frequently change, and because you can't have two instruments on one staff, I have to rely on the change instrument feature a lot. However, whenever I try to change the instrument on on staff, it adds the instrument change to the staff below it if there's already a preexisting instrument change. Anyone know why this happens?
