to 1) you mean .mscz? Yes, it can be done under File/Export
to 2) yes, add a vertical frame and either size to to cover the page or apply a page break to it
Do you mean a .mscz file? They can not be converted to .pdf but they can be exported as a .pdf so that you have both the original .mscz file and a .pdf file which is probably much more useful and is certainly less destructive as much information is lost in the pdf version.
To export as .pdf go to File>Export and choose .pdf as the export format.
To add a blank page insert a vertical frame before the first measure and add a page break to the frame.
