How could I make one long rest for 8 bars?

You don't need to do that at the beginning.
First write your notes where they should be and don't worry about the empty bars yet. When you are done and there are bars that have only rests, press "M". Then the sections with more than two rests will be grouped together to an multi-bar rest.
You can also put a double bar line at the end e.g. of bar 8, for example. Press 'M' and you will get two long rests, the first with 8 bars, the second with 24 bars. Several other things like staff text or jump instructions will also interrupt these multi-bar rests.
'M' simply toggels the display between several single bars with rests and multi-bar rests.

But you can't use both in one score: the first eight bars with a multi-bar rest and all the others as single bars with a rest.

You can in some circumstances. In Format>Style>Rests you can specify the minimum number if consecutive empty measures that will be collapsed into a multimeasure rest. The default is 2. But if you increase it to 8, say, then you could have 7 single measures with whole measure rests followed by an multimeasure rest of 8 measures or more duration.

Yes, with emphasis on 'in some cases' :-).
But you can't have then 10 single measures - except you split them using e.g. a double bar line.

But I think Ilze started with an empty score and wanted to write an eight measure multi-measure rest first. Wrong approach ...
These multi-measure rests are useful for the parts where some instruments are paused for several measures.
In almost all cases, however, not in the entire score, as this means that there is silence for several measures.

If you see that all bars are single and have rests, enter your notes, e.g. from measure 9.
If you see only one big rest together with a number, press 'M'. Then you will see individual bars, each with a rest. Then start entering notes, for example in bar 9.

When you have finished entering notes, press 'M' again and the first 8 empty bars will then be combined into one large multi-bar rest - if notes have been written from measure 9 onwards.
'M' toggles the display between mulit-bar rests and single rests.
