Line breaks

New user. Looking for a way to limit each line to one measure on the same page, and to control the width of the measure. Ideally, I'd also like to be able to add some text between each measure. Trying to notate, and explain in text, a liturgy, which contains one-measure variations on a theme in a modal, meterless form.

Tried inserting a system break, but that put the next measure on a new page, and spread the first measure across the entire line.
