That is on musescore.com, so go and complain there rather than here on musescore.org where nobody can help you with this.
Actually you'd rather need to complain to mymusic.st
Maybe not even that, unless you are Mitsukiyo of have his/her agreement to publish on musescore.com, as you can't claim ownership on stolen goods
