Multi-measure rests

I'm trying to add an eight bar rest at the beginning of a song. I already have 15 bars of music transcribed and I have followed the steps explained in the online manual (Format - Style - Multi-measure rest), but it ends up only adding a 17 multi-measure rest at the end of the composition. How do I resolve this?
