Tremolo cannot change dynamic

For Piano instrument (idk about others) if you have a tremolo with any kind of dynamic change in its duration (cresc., decresc., etc.) it will not change its dynamic, however once the tremolo ends the dynamic will change. It's almost like the tremolo has a 'fixed' dynamic which is its dynamic at the start of this duration.
