Can't add Tempo

Can anyone tell me why I can't seem to add Tempo to a score? I can't drag or copy/paste any of the tempo = set markings. When I try I get a "prohibited" icon. (And when I've tried to look tempo up in the handbook, the search seems frozen and doesn't respond. A second issue I don't understand and would like to fix.)
