Bar Lines
I am arranging a music score which requires a 3/4 time signature. The first bar starts on the 3rd measure followed by a bar line, but the second bar will only accept 2 measures where there should be 3. How do I h=get around this?

I think your terminology may be a bit off as I don't really understand your question. However I think (guess) that you mean that you have a pick up measure or anacrusis of 1 beat. If so, look here in the handbook. https://musescore.org/en/handbook/4/pickup-and-non-metered-measures
The words "bar" and "measure" are exact synonyms. I think you mean that ...

If that is what you mean, then SteveBlower's link to Pickup and non-metered measures is exactly what you need. If that isn't want you mean, then we'll need a better description, and perhaps include the score file (.MSCZ)
