Shortcut in 4.4

I use ctrl1, ctrl2, ctrl3, and ctrl4 to switch between voices in note input mode. However, since updating to 4.4, this shortcut no longer works. I've cleared it and redefined it several time, but for some reason it's completely unresponsive. I was wondering if anyone had any ideas, and if I should submit it as a bug report in GitHub. Thanks!
