Measure operations

Hi.
I am trying to adjust a measure property (I want to exclude the first bar from the measure count).
I've seen the insructions in the online manual - I am using Musescore 3.6
It states to right click on an empty part of the measure and use the 'measure properties' option.
When I right click I do get a small window but this command does not appear within it. Musescore.jpg
Any suggestions?

It looks like you are clicking not in an empty part of a measure. You need to click within the 5 lines of the stave but not on a note or rest. The menu that pops up is location sensitive. The menu in your picture is relevant for the page as a whole indicating that you are clicking on an empty part of the page.
