Plugin creation in MuseScore 4.x

I am trying to find information about how to set up a plugin dev environment for 4.x. It seems that there used to be a "Plugin Creator" or some-such menu item under the Plugins menu, but that is no longer present.

Being new to MuseScore, I am reluctant to fallback to 3.x that I never used.
