"Your score could not be published" when trying to publish.

Every time I try to publish anything, it gives me this message. I have tried logging in and out; I have tried restarting Musecore, and it still gives me this. What should I do?
It also gives the message "access denied" (403 error code) when I try to go to musecore.com to publish.
