Space between systems

I cannot make the space between systems consistent on all pages. It appears to move on pages 2 and 3, but not on the first page. I do have it enabled. Is this a program problem?

Probably not. Musescore usually does a good job of laying out systems. But no one is going to have a chance of helping you unless you attach the score (.mscz file) here. If you do that someone can see what is going on.
