cannot add tablature note

I cannot figure out how to add a note below the staff line at the first chord at m.45 in the screenshot. I've tried entering on the bottom line and using arrows, but there is already a note there and no note gets entered. I want to put a letter with two slash marks below the staff as directly above (but with two flags, not one).
