Key changes and repeats
I put a repeat and a key signature change in the same measure and the key signature should be within the bar but it comes before it, and I can't move it. To my knowledge, key signatures should always appear at the start of a bar, not at the end of a previous one.

Key signature should be placed before the repeat. A repeat is not a barline and can come at any place in a measure.

It should appear before the repeat bar unless there is a change of key signature within the repeated section. The key signature takes effect as you pass it. Once you have changed key and entered the repeat you usually don't need to change key again for the second time around.
However, if there is a key change within the repeat section and you do need to change key before starting the second time around the repeat you can place it before the repeat, turn off autoplace in its properties and move it by increasing the horizontal offset. You will also need to increase the leading space of the first note or rest after that moved key signature.
It is a bit of a kludge but it is really quite a rare situation.
