Pointer

Something that I have noticed since I first started using MS but never commented on:

With the screen resolution set to 100%, if i want to select an item from a crowded area, placing the point of the arrow on the object I want to selects instead selects the item just below.

To accurately select, I must place the point slightly above the intended item.

Is this a small bug or is this an artifact of the screen resolution? I have a modern 15.4 laptop set at regular resolution.
