Supporting a previous request to have horizonta/vertical scroll button toggle in interface

I, too, switch between horizontal and vertical scrolling quite a bit and going through the preferences to change this behavior each time is slow.

A horizontal/vertical scroll toggle in the interface toolbar (and a shortcut) would be handy.
