I can't find documentation regarding "ontime offsets" and related parameters. Can anyone point me to it?

I don't know that there is any for 1.3, and it's all changed for 2.0. Which version are you wondering about? For 2.0, it's all in the Piano Roll editor, I think. For 1.3, it's in Note Properties, and it's basically just a percentage that gets added to the start or stop time of a note to make it start or stop earlier or later. Should be pretty straightforward to work out the details, but if you have specific questions, I'm sure people who mess with this stuff more could help.

It is v1.3
I initially presumed the values were possibly percentages but that didn't seem to conform with the actual results and then there is still the distinction between a "type" of "user" and "offset" which i haven't been able to ascertain.

I see that type "offset" appears as a percentage, but type "user" has no units to it.
What does the value stand for when that type is chosen?

Not positive, but logic (if you know the code for 2.0) as well as trial and error suggests the units are "ticks" - 480 of them to the quarter note.
