need to arrange single measures on a line

I need to make a chart of rhythmic fragments consisting of
one or two measures per line
the measures need to be centered on the line
there will be 10 - 12 lines per page
and each fragment needs to be uniformly approx 3-4 inches in length
and contain the meter and a rhythm 'clef'

again, each of the fragments should be centered on the line/page
so that there is one fragment per line and 12 lines on the page

next to each of the fragments will be a small text box with some instructions or notes

this currently doesn't seem possible in MuseScore
but I think it would be very handy for creating classroom materials for students, examples for publication or alternative scores for experimental music.
