Rest Placement

In the attached file, the rests appear in the staff,although the voice they apply to is well below the staff. Is this standard practice?
I have done this same chart in an old Atari program many years ago, and I was able to move the rests down below the staff so that the full timing seemed clearer. I am unable to move the rests in MS.

Double click the rest you want to move and use the arrow keys to move it.

That worked. I'm curious why it needs a double click? It seems to me that if it were single click, a number of similar elements could be selected and moved at once rather than 1 at a time.
