Dynamics affect system, even when set to "part"

Windows XP

In bar 7 of attached file, the pianissimo in the winds works on the whole system - the strings are supposed to be forte.

What I did:
1. Added bare notes of parts, from top of page working downwards.
2. Added ties.
3. Added dynamics from top to bottom.
4. Pressed playback for double-check.
5. Discovered bug, right-clicked dynamics, clicked "MIDI Properties..." and tried switching from all-staff to all-part.
6. Playback again, bug persists.

After downloading a copy of the score, I've noticed that that particular bug seems to have strangely disappeared. But now the winds in bar 10 are forte - the pianissimo doesn't "stick."
