highlight a note, Ctrl + T (Text)
click the icon below to go to the Special Characters tab> Double-click to enter.

Enter notes select them, from Inspector set velocity type on "user" and velocity = 1
How do you want it to look? "x" noteheads are available on the Note Heads palette, also via the Inspector. Playback can be disabled via Inspector as well.
