It means something that was working in 0.9.5 but no longer works correctly in the latest developer builds for 0.9.6.
A regression of normal priority is generally considered more important to fix than other normal priority bugs because they discourage people from upgrading. Regressions have the word in the bug report title so that they are easy to keep track of.
