Fix(ed) number of bars on stave per page

Dear people;

I'm currently working on a very large project and I need to fixate at least 5 bars per stave per page. Normaly I would do that by using the 'breaks and spacers' functions. But for some reason I can't figure out this does not work for part of my project. I have on page one 5 bars per stave but one page two only two, and if I try to break two bars from page one towards page two it simply moves the other two bars a page forward.

Any thoughts?
