Is it possible to group instruments of the same kind(oboe1, oboe2, etc.) so that they use one staff?

Definitely! Check out this section in the handbook: http://musescore.org/en/handbook/voices
You can just create intervals when they're the same rhythm as each other, and then 2 voices when they aren't (or if you want them to be stems in opposite directions).

So if in one staff I use 2 voices(like in the screenshot), it will play like two of that instrument?

MuseScore does not automatically add an additional instrument. Only one of the overlapping notes is played.

So if I make one staff for two oboes, and I enter some two-note chords, only the top notes will be played during playback?
If so, is there any way to make two oboes(or any other instrument) sound with one staff?

If they have two different notes, both will indeed play. He was saying the overlapping notes will only sound like one (hence, when both oboes are playing the same note, it only sounds like one).
