I suspect you are selecting the bar. Instead what you need to do is select the first note and shift-select the last note, then copy, then paste. This may be the problem.

Perhaps you could attach the score and tell us which measure to copy to where so we can see if it works for us?

Ok, here is the document. Try to copy measures 106 through 109 to the empty measures 110 through 113 in the Violin 3 part. Thanks!
By the way, this is not the only place in the piece where this is happening.

There's some really buggy stuff going on here...
I notice that you can copy from the second violin part to that section in the third violin part, since you've got the same notes in 106-109.
Copying just measure 106 in the third violin part to (arbitrarily-chosen) measure 100 in the third violin part does not work.
Copying just measure 106 in the second violin part to measure 100 in the third violin part works, however, if you then undo, the measure shows absolutely nothing (no whole rest), and you cannot do anything to it.
I'm hoping somebody can check this out for you and see if there are some corrupted measures. I bet there are, but I'm not sure how to determine which ones should be deleted.

Yeah, really weird stuff.... "sigh" guess I'll just have to type those measures by hand. Ugh.
