Key changes at end/beginning of a staff

I may have discovered a problem with key changes which occur at the beginning of a new staff (and therefore should be shown at the end of the previous staff).

If the previous staff ends with a multi-measure rest, the key change is not shown. It only appears at the beginning of the new staff.

Am I doing something wrong? Is there a workaround?
