Such time signatures are not standard and there is no universally-agreed-upon meaning for them. You can force any standard time signature to display in a non-standard way by right clicking it, Time Signature Properties, and setting the text however you like. Whether or not the music will behave how you want kind of depends on what meaning you wish it have.
