measures

I have another question, but it is difficult for me to explain. Sometimes in a score, one of the instruments are not playing, and this indicated with a long black line plus the numbers of measures.
In the sample I sent you, you will see in the bass, the first 8 measures show the situation.
But how can it been done when all the instruments are together.
