Voices

I cannot seem to solve this.

I enterd the upper part of a 2 voice piece, using voice 1.
I go to the first note, select it, select voice 2.

Then I try to change the time value as it is different from voice 1.

Instead of ignoring the present note, it switches to voice 1 and alters the note already there. ??
