Rubato

The notation part is easy - Ctrl-T (or Create->Text-Staff) to create staff text, then enter the text. Use "system text" (shift-ctrl-T) if you want it to apply to all staves of a score simultaneously.

If you need it to playback that's another story entirely. Entering separate tempo texts for each note, then hiding them, would probably work, but be a ton of work.
