Please help a Noobie move a measure
I am trying to move a measure up to the next line. I tried to decrease the stretch and it is not helping. Please help. thanks so much.

I probably did this wrong. but I added a measure, and then copied and pasted into the blank measure, then deleted the lower duplicate. It worked perfectly... just seems clumsy. I tried the directions that someone else gave to remove system breaks. There were none.
I do however have another tricky bit. I am trying to replicate the original score (scanned from a pdf). I have highlighted my trouble area. Thank you so much!!!

delete that bass clef, adjust those 2 8th notes and apply the bass clef to the next measure
