i don't really know how to explain this
let's say i have a dotted half note rest on the 4th beat of a 6/4 measure and i want to add an 11 eighth note tuplet, how would i do that?

Select it, then Add / Tuplets / Other, and fill in that you want 11 notes in the space of 6. See the Handbook under Tuplets for more info.
