Not directly. I gather people have devised ways of hacking an exported SVG file to get effects like this. But depending on what exactly you are actually trying to do, you might find it more effective to use two separate two-line staves with a fixed 2 sp distance between them. Can you explain more about the special purpose you have in mind for this?

It's related to a different type of instrument, difficult to explain.
Is their a forum where people hire out to do things like the SVG thing you mentioned?

Well, you'd need to explain it to them too, might as well practice by explaining here first - and maybe someone will recognize the issue and have a solution already.
Aside from that, you could do a site search for previous discussions of this. I recommend using a regular web search rather than the search built in here, as it doesn't seem very effective. For example, something "site:musescore.org svg staff line" typed into Google could prove useful. I see a thread on colorizing that looks like a good start.

What I'm looking for is something rather simple in principle:
Use Musescore as it usually is used, but just to visually hide the middle staff line in the treble or bass clef.
