Can't make a score public
Why can't I make a score public? Is it due to the copyright issues, since its not in public domain, or are there additional issues with my score?

As far as this website here, musescore.org, is concerned the score is public. If you're talking about musescore.com, you'd need to as there

If the OP is happy for it to be displayed and there are no other copyright issues then it certainly isn't a major problem on this site.
There might be meaningful constraints on the musescore.com site. Some constraints might relate to whether the user is using a free account or is a Pro user - for somewhat not always understood well reasons.
