How do I display tuplet properties in inspector if there is no bracket or number on the score?
The manual says that I can access the properties of an existing tuplet by clicking on the bracket or the number in the score.
If there is no bracket or number displayed, how do I access the tuplet properties?
An example is the 17/2 tuplet at the beginning of Rhapsody in Blue. I have never seen it with either the bracket or the "17" displayed.

You can click a note within it, then the Tuplet button in the Inspector. FWIW, though, I'd recommend simply making the bracket or number invisible rather than literally setting them to "none", and in that case you can select them normally.
