Unable to delete rests from lower staff
I have a piano score that was converted from guitar. The conversion put voices 1 and 2 in the treble clef and filled the bass clef with rests. I moved voice 2 down to the bass clef. But I can't get rid of the rests, which are in voice 1. If I swap voices 1 and 2 the notes are still in voice 2 and I still have rests in voice 1.

OK... but how can I solve my problem? For reasons I don't understand it won't let me swap voices 1 and 2 so that I can delete the rests.

After you swap voices, click on a rest. If it's green (i.e., voice 2), it can be deleted.
Voice 1 rests (and notes) are blue when clicked.

The rests remain blue.

Which means they are still in voice 1. Voice 1 is mandatory, it's rests cannot get deleted.

Why not? What goes wrong when you try?
And more to the point, how are you trying to swap them?
If you can get back to the version with 2 voices, next time use Tools / Explode. This should accomplish the whole task in one step.
Otherwise, if you continue to have trouble, please attach your score and give precise steps to reproduce the problem you are seeing. Then we can understand and assist better.

For example, measure 26, there is a whole rest in the treble clef that I don't want, a whole rest in the bass clef that I don't want, and there otter be a quarter rest in the bass clef.

For some reason you have entered all your notes in the top staff and no notes at all in the bottom staff.
The "good" news here is that this means explode will still work.
Step 1: Undo all that cross staff things and move all notes back to their own staff (in this case the treble)
Step 2: Select that top staff
Step 3: Tools > Voices > Exchange voice 1-2 twice (fix eventual corruption gaps)
Step 4: Exchange 3-4 twice (fix eventual corruption gaps)
Step 5: Tools > Explode
Step 6: Cut and paste those voice 4 notes from treble to bass (optional, switch them to voice 2)
Step 7: Fix the stray voice 3 rest in m2 by deleting it.
