You're all but one and this is very certainly not critical, not even major.
Haven't seen this happening on my machines, nor heard about it before, so might be unique to your computer, maybe a graphics driver issue

Maybe so but I don't see it happening in any other application that I use. And this thing makes it almost unusable. Anytime I scroll or zoom or edit any bar these random overlapping patterns show up.
As I press Alt repeatedly the patterns slowly fade away. A really strange issue
Is that pattern sticking or going away once finished zooming?

It's created as I'm zooming in (or any of the actions I mentioned earlier), and it sticks. The only way to remove it seems to be pressing alt or esc repeatedly, or to drag the sheet just a little with the mouse pointer.
Ok, that is major then, but with a workaround

It's kinda like when we're zooming or scrolling, the display is supposed to change right? refresh? Have a new view of the sheet and have the old view "purged". But what's happening I think is that the old view isn't going away. It just becomes lighter, and you see a sequence of slowly fading patterns all from how the display looked before. This picture shows how it looks when I scroll.
