Voices and rests don't work in note input mode
For some reason, voices and rests don't work in note input mode. I follow the correct procedure (enter note input mode, then select what I want to input), but for some reason no matter what I select, it just inputs notes into the first voice no matter what I do. Does anyone know what could cause this?

You have read the Handbook, I take it?

Yes. This is a software issue, not an issue of user error. I never had any problems like this back in Musescore 3
"enter note input mode, then select what I want to input"
You missed selecting where you want to input the notes - i.e. which voice. By default, voice 1 is selected. To input notes in voice 2 press the voice 2 button in the toolbar while in note input mode. Notes or rests will be added to voice 2 starting from the beginning of the measure, so to enter a note on beat 3, you will need to fill beats 1 and 2 with rests. Rests in voice 2 can be either merged with similar rests in voice 1 or made invisible or even deleted (not recommended).

I did that. I entered note input, then entered the second voice. As soon as I input a note, it switches itself back to the first voice. If I attempt to input by clicking instead of using the keyboard, nothing happens at all. Same with rests (if I attempt to make an input after selecting the rest, it switches back to a note)

Well, it works for me.
Try Help>revert to factory settings.

Which version of Musescore are you using? I find MS3 behaves like that, and is confirmed in the Handbook3: https://musescore.org/en/handbook/3/voices#instructions
Oops, sorry, just seen that you have used MS3 previously.

I figured it out... sort of. Out of curiosity I opened a piano score, and I can input multiple voices there perfectly normally. So, for some reason, the issue I had seems to be exclusive to the Woodblocks (or perhaps all percussion--haven't tested it). It's bizarre, but at least the issue is limited in scope
