Change in drag behavior when entire measure is selected

Has the behavior of how an entire selected measure moves when selected and then a note is clicked and then dragged? It used to be when a measure was selected and then if you clicked on any note and holding down while you dragged you moved everything in the measure. It was just like using up and down arrows. Now when I click on a note in the selected measure the measure selection is released, and the selection refocuses only on the note that was clicked and hence it is the only note that moves.
