I am working on an SATB score, and halfway through, I realized I needed an extra staff for bass I. Is it possible to do this on Muse 4.2?

Another staff or another part? For the former, go to the instruments panel (view > instruments) and add a staff in the drop-down under your part. In the other case, press “I” and add an instrument.
Do you mean that you have more than one Bass singer or that your (single) Bass has such a vast range that they need two staves or that your Bass can sing in stereo?

There are incidents where choral parts are divided into a double choir formation. What I would like to know is if it is possible to add additional choral lines to a single choir formation.

Add all the staves you will ever need in the score. Add the notes on one set or two sets of staves where you need them and then hide the staves that are empty. See https://musescore.org/en/handbook/4/showing-staves-only-where-needed
